The price difference between a serviced and an unserviced plot can be substantial, and the temptation is to read that gap as a premium you're paying for convenience. It isn't, really. It's the difference between infrastructure that comes with the land and infrastructure you provide yourself, and the question worth asking isn't which is cheaper but who ends up doing the work.
Plenty of people buy unserviced land and do very well out of it. This isn't an argument against it. It's an attempt to lay out what you're actually taking on, because most of it isn't obvious at the point of purchase.
What "serviced" actually means
A serviced plot is one where basic infrastructure, drainage, water, electricity, sewerage and paved road access, is provided as part of the development rather than left to the individual buyer. Dealing with the utility companies, building the roads, and working out where the water runs when it rains are all handled at the scheme level.
An unserviced plot is land. That's not a criticism, it's simply the accurate description. Everything else becomes your responsibility.
The four things you take on
Electricity. Connecting an unserviced plot means working directly with the Electricity Company of Ghana. The critical variable is distance: you bear the cost of bringing supply from the nearest existing infrastructure to your land. If that's a short run, it's manageable. If the nearest connection point is some distance away, the cost scales accordingly, and it's yours regardless.
Water. The same arrangement applies with Ghana Water Company Limited, and the same distance problem. Where mains supply isn't realistically reachable, the alternative is a borehole, which carries its own costs and its own uncertainties about yield and water quality.
Road access. If your plot doesn't touch an existing road, you build the road that reaches it. This is the cost people most consistently underestimate, because a road isn't only a surface. It's earthworks, it's drainage, and in the Akuapem Hills specifically, it's dealing with gradient and runoff on terrain that doesn't forgive shortcuts.
Drainage and sewage. Both become yours to plan and construct. Drainage in particular is not a problem you can solve plot by plot in isolation, because water arrives from uphill whether you planned for it or not, and leaves downhill onto someone else's land. Sewage brings its own question: without a connected system, you're designing and building your own on-site arrangement, and living with whatever your neighbours decide to do about theirs.
Each of these is a real cost, but each is at least calculable. You can get quotes. You can budget. Which brings us to the one that you can't.
The cost you cannot calculate
Here is the thing that rarely comes up during a site visit.
Unserviced land often sits within a wider area that local authorities have not yet planned or zoned. There's no adopted layout governing what gets built nearby, no settled scheme determining where roads eventually run, no framework deciding which uses are permitted on the plots around yours.
That means you can do everything right, buy carefully, connect your utilities, build a home you're proud of, and still have no meaningful say in what appears next door in three years. It might be houses much like yours. It might be commercial development, or light industry, or nothing at all for a decade while the plot beside you sits overgrown.
You aren't only buying a plot in that situation. You're taking a position on how an unplanned area will develop, without any control over the outcome and without a document that constrains it. For some buyers that's an acceptable risk, particularly where land is cheap enough that the upside justifies it. For anyone building a family home they intend to live in, it's worth being honest that it's a genuine risk rather than a technicality.
Ghana's planning framework does provide for this. The Land Use and Spatial Planning Act, 2016 (Act 925) establishes the system of spatial planning through which district assemblies prepare and adopt local plans governing land use in a given area. The relevant question for any specific plot is whether such a plan actually exists for that area yet, and what it says. That's a question worth asking directly rather than assuming.
Not all planned schemes are equal
There's a further distinction worth drawing, because "masterplanned" is a word that gets applied to very different things.
At one end, it can mean little more than a layout drawing: plots marked out on a plan, roads sketched between them, the whole thing designed primarily to divide land into sellable units. At the other, it means the plan followed a body of technical work that determined what the land could actually support, advanced topographical survey establishing exactly how the terrain sits, drainage engineering modelling where water actually travels, geometric design setting road alignments and gradients that work with the slope rather than against it.
Both get described the same way in a listing. They produce very different places to live, and very different long-term values.
On hilly terrain this matters more than it does on flat ground, and it's worth being specific about why. Water moves across a landscape according to the shape of that landscape, not according to property boundaries. A drainage system designed for a small parcel is designed for a fragment of a catchment, receiving whatever arrives from uphill land nobody planned, and discharging onto downhill land nobody planned either. It can be engineered perfectly and still be overwhelmed by decisions made outside it.
Scale changes that calculation. When the preparatory work covers an entire area rather than a pocket within it, the drainage can be designed as a system: where water enters, how it's carried, where it ultimately goes. Roads can be routed according to gradient across the whole site. Erosion can be managed at the scale it actually operates on. The plan stops being a subdivision exercise and becomes a piece of engineering.
This is also where value tends to separate over time. Infrastructure designed to the terrain generally holds up. Infrastructure improvised around it tends to reveal its shortcuts in the first serious rainy season, and again in every one after.
Three questions worth asking before you buy
"How far is the nearest electricity and water connection point?" Not whether utilities are "available in the area," which can mean almost anything. The specific distance from your plot boundary to the actual existing infrastructure, because that distance is what you'll be paying to cover.
"Is there an approved planning scheme covering this area?" If there is, ask to see what it permits. If there isn't, you now know something important about what you're buying, and you can price that uncertainty into your decision rather than discovering it later.
"What technical work was done before the layout was drawn?" For any development describing itself as planned, this is the question that separates a layout from a scheme. Was there a topographical survey? Was drainage actually engineered, or simply drawn? Was road geometry designed to the terrain? A developer who did that work can tell you about it readily. One who didn't will talk about the plan instead.
The honest comparison
With unserviced land, the work falls to you: the utility connections, the access road, the drainage, the sewage arrangements, each negotiated and paid for individually. If you have time, local knowledge, and the appetite to manage contractors and utility companies yourself, that gap can represent real value, and people capture it successfully.
With a serviced plot in a planned development, that work is carried by the developer and delivered as part of the scheme. The distinction isn't only about who writes the cheques. It's that infrastructure gets designed once, for the whole area, rather than improvised plot by plot, drainage planned around the actual terrain, roads laid out as a network, services routed to reach every plot rather than only the ones whose owners could afford the run.
And crucially, it comes with a planned scheme: knowing where the roads will go, knowing what can be built nearby, knowing the layout won't change around you at someone else's discretion.
Neither is the right answer universally. But they're different products, and the price gap between them is not the same thing as a discount.
